script to bootstrap an apertium module in hfst

Write a script (preferably in python3 or bash/equivalent) that creates a vanilla apertium language module written in HFST. The script should take a language code and create a new directory with a minimal lexc file, a minimal twol file, and a minimal rlx file, and have the minimum resources otherwise to compile and run (autoconfig stuff; autogen.sh; modes.xml; README, AUTHORS, COPYING files; etc).
