Archlinux backend for OpenSUSE Build Service

Abstract
The Build Service currently allows to build packages for RPM and DEB based distributions. Goal is to add support for building Archlinux packages and an UI integration into OBS.
Additional Information
Work is splitted into four major stages:
- Setup Archlinux packaging tools on openSUSE
- Write a perl module, which can be used from main script
- Adopt a "build" script for new functions
- Add integration for the UI
