This is a good question. Of course the person who checks it first should also deserve the right to close it, since you did the work.
On the other hand, nobody of us is online 24 hours a day, so to demand that only the same person who started shall continue may also lead to unwanted delays for the translators.
Let's hope that the work will average, so this time the person closed a task you checked - maybe next time you can close a task he checked.
If this repeats many times and continue to be played unfair, then we have to think of something.

They can at most lie once. If we find out they do, we will unassign the task. If the task was already completed, we will ask Google to take away the points for the task. Google has all information, so if there is some doubt, we can ask Google to check if the information provided is correct (like country).
